Prisons 'could be opened next to schools'

Erm aren't the secret locked rooms within schools essentially prisons. My mum and sister invigilate the exams and are often escorted into segregated areas so the kids can sit their exams... It's not widely known that they are there though, they are beyond locked doors or additional support units etc.
